Mayor referred Ms. Ullo to Cindy Nelson, Executive Director, Community Development <br />Agency for assistance. <br /> <br />V. L. McGowan informed the Council that the U.S. Supreme Court had recently ruled that <br />property owners must be compensated for their loss in the event they are prevented from <br />developing their property by a governmental jurisdiction. <br /> <br />90.C. <br /> <br />CITY COUNCIL COMMENTS <br /> <br />Councilmember Richardson requested information from staff regarding the disposition of <br />interior fixtures at the West Coast Theater, and a written update regarding the purchase of <br />the methadone clinic at Third and Lacy Streets. <br /> <br />In response to Mayor Pro Tem Pulido's inquiry, the Police Chief indicated that automated <br />speed enforcers were currently in operation on Grand Avenue near Century High School. <br /> <br />Councilmember McGuigan requested a development status report and list of projects for <br />Harbor Boulevard. <br /> <br />Councilmember Acosta noted that Anaheim had recently installed left-turn signals governed <br />by green arrows which permitted additional turning movements if oncoming traffic were <br />clear, and inquired as to whether Santa Ana contemplated installing such signals. The <br />Executive Director of Public Works Agency responded that some safety concerns existed <br />with respect to "permissive left-turn signaling," and indicated he would investigate further. <br /> <br />Councilmember Acosta requested the City Attorney to review the Council policy which <br />assigned nomination responsibility for Board and Commission representatives to individual <br />Councilmembers. <br /> <br />In response to Councilmember Norton, the City Manager indicated the City's proposed <br />Budget did not include 10 additional Police Officers this year, but that increased staffing <br />would be a priority in future years. <br /> <br />Mayor Young reported that he, Mayor Pro Tem Pulido and Councilmember Richardson had <br />attended a Congressional Committee heating regarding the site of a new Federal Courthouse, <br />and attempted to persuade the Committee charged with site selection that the Courthouse be <br />located in Santa Ana rather than Irvine or Laguna Niguel. <br /> <br />RECESSED TO CLOSED SESSION - 9:33 P.M. <br /> <br />The Clerk of the Council announced the City Council was recessing to Closed Session <br />pursuant to: <br /> <br />CITY COUNCIL MINUTES 183 JUNE 17, 1991 <br /> <br /> <br />
