<br />'-- <br /> <br />CITY COUNCIL COMMITTEE ON <br />NEIGHBORHOOD IMPROVEMENT/CODE ENFORCEMENT <br />Meeting Minutes <br />August23,2005 <br /> <br />CALL TO ORDER <br /> <br />The meeting was called to order at 5:40 p.m. in Conference Room 1602, City Hall Ross <br />Annex. <br /> <br />ATTENDANCE <br /> <br />The following Councilmembers were present: Lisa Bist, Alberta Christy and Carlos <br />Bustamante <br /> <br />Staff present were: Dave Ream, City Manager; Jay Trevino, Executive Director/Planning <br />and Building Agency; Ben Kaufman, Chief Assistant City Attorney; Will Hayes, Public <br />Works Maintenance Service Manager; Bruce Dunams, Community Preservation Manager; <br />Estella Rodarte, Senior Community Preservation Inspector; and Pauia Lomeli, Senior <br />Community Preservation Inspector. <br /> <br />AGENDA ITEMS <br /> <br />'-- <br /> <br />1. <br /> <br />APPROVAL OF MINUTES - JULY 26, 2005 MEETING <br /> <br />Approved by a vote of 3:0 <br /> <br />2. MOBILE VENDING ORDINANCE DISCUSSION <br /> <br />Bruce Dunams provided an update regarding his meeting with the County. They <br />discussed the trucks being taken to a commissary and product mix. The County <br />would like to maintain control of the process. Bruce also advised he had met with <br />Debra Fritz. Her two main concerns are the cost to update the trucks and the 500' <br />rule. After much discussion, the NI/CE Council Committee remained committed to <br />maintaining the 500' distance from schools. There was also discussion regarding <br />the G.P.S. system and it was decided to continue the evaluation of whether and how <br />this technology could be useful. <br /> <br />3. <br /> <br />SHOPPING CART ORDINANCE DISCUSSION <br /> <br />\... <br /> <br />Ben Kaufman advised that he was working on a draft ordinance and that they have <br />been looking at other cities dealing with the same issue. Bruce Dunams stated that <br />the California Grocer's Association seemed agreeable to some sort of standards. <br />Lisa Bist requested Mr. Kaufman provide some costs for a shopping cart restraint <br />system. She also requested that Will Hayes provide a 6-month report regarding <br />pick-up activity in the city. Alberta Christy stated that carts are not being picked up <br />on weekends. Mr. Hayes will investigate. <br />
