NO. 06-050) <br />APPROVED <br />^ As Recommended <br />^ As Amended <br />^ Ordinance on 1~` Reading <br />^ Ordinance on 2°d Reading <br />^ Implementing Resolution <br />^ Set Public Hearing For <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CONTINUED TO <br />FILE NUMBER <br />Award a contract to Meggitt Defense Systems (MDS) Caswell for firing range <br />upgrade and maintenance in the amount of $44,500. <br />The Santa Ana Police Department's firing range consists of an upper and <br />lower range. Each range has six shooting bays and a Caswell computer-based <br />target. system. The Caswell target system allows range masters to pre- <br />program each bay's target. Targets are programmed to move forward, <br />backward, and face or face away from the shooter. Santa Ana officers as <br />well as 17 outside agencies use the firing range on a continuous basis for <br />training. The current Caswell target system installed in 1997 is obsolete, <br />requires constant maintenance and repair, and is no longer reliable. <br />Staff has determined that an upgrade to the current Caswell target system <br />is more cost effective than complete replacement, and is necessary to allow <br />officers to continue to use the firing range to maintain and improve their <br />firearm skills. The upgrade to the current system includes new software, <br />hardware, and mechanical parts required to run the target system. MDS <br />Caswell, the sole source provider for the Caswell target system has agreed <br />to upgrade the current target system to include installation, training and <br />maintenance. As a result, staff recommends Council approval of the <br />upgrade. <br />22N-1 <br />
