Use of in-car video <br />systems is essential during situations that may be confrontational or when <br />there is no independent third party witness. The Police Department <br /> <br />requires 10 Kustom Signals Digital Eyewitness@ in-car video systems to <br />replace and upgrade the department's current systems. The current in-car <br />video systems installed in 1999 use outdated video home system (VHS) <br />technology, are obsolete and due for replacement. <br /> <br />The Digital Eyewitness@ in-car video system uses digital video disc (DVD) <br />technology and records to a DVD/RAM disc. The DVD/RAM format also includes <br />error-checking software that will automatically go back and correct any <br />skips in recording that may occur. Staff has determined that Kustom <br />Signals, Inc. is the sole source distributor of the DVD format in-car video <br />system. Kustom Signals, Inc. will provide installation, and has also <br />agreed to include a $500 rebate for each VHS system traded in. As a result <br />staff recommends Council approval of the recommended action. <br /> <br />220-1 <br />
