<br />4. To help protect Santa Ana residents from unsafe or unsightly <br />conditions. <br /> <br />5. To assist in minimizing negative impacts of new developrnent and <br />redevelopment. <br /> <br />6. To help preserve and maximize the image, character and history of <br />Santa Ana. <br /> <br />F. Each of the guidelines will not apply equally to every project. In some <br />cases, one or more guidelines may have more design significance than <br />another. The overall objective of the Citywide Design Guidelines is to <br />ensure that the intent and spirit of the guidelines are followed and that the <br />project respects its surroundings in terms of scale, character, and <br />orientation. <br /> <br />G. In accordance with the California Environmental Quality Act, the <br />recommended action is exempt from further review pursuant to Section <br />15308. This Class 8 exernption allows actions by government agencies to <br />assure the maintenance and protection of the environment. Categorical <br />Exemption No. 2006-33 will be filed for this project. <br /> <br />Section 2. The City Council intends the Citywide Design Guidelines to be a <br />working document. Accordingly, the City Council hereby delegates to the Director of <br />Planning and Building Agency the authority to make changes to the Citywide Design <br />Guidelines that are in the spirit and intent of the current guidelines. Said changes will <br />be processed to the following: <br /> <br />A. The Executive Director, Planning and Building Agency may, at his <br />election, seek input from the Planning Commission or the Historic <br />Resources Cornmission prior to making any changes to the guidelines. <br /> <br />B. The Executive Director, Planning and Building Agency shall submit a <br />memo to the City Manager, copied to the City Council with the proposed <br />changes to the Citywide Design Guidelines. <br /> <br />C. The City Council may at its next regularly scheduled City Council meeting <br />set the item for discussion at a future City Council meeting. <br /> <br />D. If the City Council does not set the item for discussion, the proposed <br />change shall be incorporated into the Citywide Design Guidelines. <br /> <br />Section 3. The City Council hereby, approves the Santa Ana Citywide Design <br />Guidelines as a guidance document to encourage better design and architecture in the <br />City. A true and correct copy of the City Design Guidelines is maintained in the Clerk <br />of the Council Office. <br /> <br />Section 4. The Clerk of the Council shall attest to and certify the vote adopting <br />this Resolution. <br /> <br />Resolution No. 2006-XX <br />Page 2 of 3 <br /> <br />750-7 <br />
