Approve and adopt the Negative Declaration for Environmental Review <br />No. 2004-231. <br /> <br />2. Adopt an ordinance approving Zoning Ordinance Amendment No. 2004-07. <br /> <br />DISCUSSION <br /> <br />Background <br /> <br />The proposed zoning ordinance amendment (ZOA) is to amend sections of <br />Chapter 41 of the Santa Ana Municipal code to clari fy, modi fy and <br />establish new regulations. Specifically, substantial changes are <br />proposed to the single-family residential development standards that are <br />intended to address concerns about projects that are not characteristic <br />of or beneficial to their neighborhoods. The current code sections that <br />regulate single family dwelling development were adopted in 1986. These <br />sections have basically remained unchanged for the last 20 years, which <br />has resulted in regulations that are not in concert with the current <br />housing trends. As a result, many of the sections are obsolete and in <br />need of updating. <br /> <br />The amendments to the definitions, second dwelling units, <br />vending machines and townhouse regulations are primarily <br />clarify and update these regulations. <br /> <br />laundromat, <br />intended to <br /> <br />EXHIBIT A <br /> <br />758-2 <br />
