<br />TITLE <br /> <br />Zoning Ordinance Amendment No. 2004-7 <br /> <br />PROJECT DESCRIPTION <br /> <br />The proposed zoning ordinance amendment would be a consolidated <br />effort to amend various sections of Chapter 41 to correct, <br />clarify, and establish new regulations for single family <br />development, vending machines, second dwelling units, <br />definitions, front yard fences, laundromats, townhouse and <br />specific development standards. In addition, Specific <br />Development No. 40 would be amended. The following is a summary <br />of the proposed amendments. A summary table of the existing <br />ordinance and the proposed ordinance amendments is presented on <br />Appendix A. <br /> <br />Single-Family Residential Development <br /> <br />The proposed amendment would modify and create new standards to <br />regulate large additions and new single family dwellings (SFD) <br />which are out of scale and incompatible with the neighborhood, <br />and whose massing negatively impacts the streetscape. <br />Specifically, the amendment would create new standards for <br />second stories, reduce the lot coverage, create an open space <br />requirement, modify the rear and side yard setbacks and reduce <br />the size of accessory structures. In addition, the amendment <br />will address the parking impacts and occupancy concerns of large <br />SFDs by modifying the parking code to require parking based on <br />the number of bedrooms and require condi tional use permits for <br />SFDs wi th more than seven bedrooms. Finally, the amendment <br />would delete and modify code sections (including the <br />nonconforming code), which are obsolete or are in conflict with <br />implementation of new proposed standards. <br /> <br />Residential Front Yard Fences <br /> <br />The residential front yard fence ordinance would be modified to <br />allow the implementation of the Pilot White picket Fence Rebate <br />Program sponsored by the City's Redevelopment Agency. The <br />program intends to encourage the replacement of nonconforming <br />front yard fences with vinyl picket fences within a defined <br />pilot area. Vinyl was chosen as the preferred material due to <br />its durability and ease of maintenance. <br /> <br />75a4~5 <br />
