<br />Specific Development Plan No. 40 Zone District <br /> <br />The Specific Development Plan No. 40 (SD-40) would be amended to <br />facili tate and expedite the review of development proposals of <br />structures listed on the Santa Ana Register of Historical <br />Properties. These properties would be excluded from review by <br />the Planning Commission. Structures listed on the Santa Ana <br />Register of Historical Properties would be reviewed by the <br />Historic Resources Commission. <br /> <br />RESPONSES TO ENVIRONMENTAL CHECKLIST <br /> <br />The following is an analysis of potential environmental impacts <br />associated with the proposed zoning ordinance amendment based <br />upon the City of Santa Ana Environmental Check List. The <br />analysis incorporates by reference information from the Santa <br />Ana General Plan Land Use Element No. EIR 97-1. <br /> <br />The proposed zoning ordinance amendment involves comprehensive <br />changes to the single-family residential development standards. <br />The amendments to the residential front yard fences, <br />definitions, second dwelling units, laundromats, vending <br />machines, townhouse standards and specific development standards <br />as well as amendments to the Specific Development No. 40 zone <br />district are mainly intended to correct, clarify and update <br />these sections. No environmental impacts would be associated <br />wi th thi s portion of the proposed zoning ordinance amendment. <br />Therefore, the primary focus of the environmental analysis of <br />the proposed zoning ordinance amendment would be potential <br />impacts associated with the proposed changes to the single- <br />family residential development standards. <br /> <br />I. AESTHETICS <br /> <br />A. Have a substantial adverse effect on a scenic vista? <br />B. Damage scenic resources, including but not limited to <br />trees, rock outpourings and historic buildings within a <br />State highway? <br />C. Substantially degrade the existing visual character or <br />quality of the site and its surrounding? <br />D. Create a new source of substantial light or glare, which <br />would adversely affect day or nighttime views in the area? <br /> <br />No Impact <br /> <br />7 5B4~ 7 <br />
