Establish a process for review. <br /> <br />Staff has completed various tasks related to the completion of these <br />design guidelines, including the review of existing standards and <br />policies, the preparation of text and quality design graphics. As a <br />result, the Heninger Park Architectural Design Guidelines are clearer <br />and more user-friendly (Exhibit 1). <br /> <br />Zoning Ordinance Amendment <br /> <br />As part of the updated Design Guidelines, an architectural review <br />process is proposed that will expedite and facilitate the review of <br />projects. This will require the approval of a zoning ordinance <br />amendment to the Specific Development Plan No. 40 (SD-40), otherwise <br />known as Heninger Park, zoning district. In an effort to streamline the <br />review process, the SD-40 zoning district would be amended to switch the <br />review of historic properties from the Planning Commission to the <br />Historic Resources Commission. <br /> <br />Currently, review by the Planning Commission is required for all exterior <br />modifications and additions to structures, including historic structures, <br />located within all SD zones. The purpose of this review is to enhance the <br />value of neighborhoods, promote public health, and the general welfare of <br />the City and its residents by implementing and encouraging good design <br />principles and promoting orderly and aesthetic development. In addition <br />to the Planning Commission review, development proposals for historic <br />structures require a supplementary review by the Historic Resources <br />Commission. <br /> <br />The intent of this zoning ordinance amendment is to facilitate and <br />expedite the review process for new construction within the SD-40 zone by <br />not requiring two bodies to review the same proposal. This amendment <br />would place the review authority for historic structures solely with the <br />Historic Resources Commission, which is in compliance with Chapter 30 of <br />the Santa Ana Municipal Code. The Planning Commission would continue to <br />review projects if other discretionary actions would be required, such as <br />conditional use permits, minor exceptions or variances. Staff has also <br />taken this opportunity to correct typographical errors, remove obsolete <br />portions of SD-40 and added an updated neighborhood project area map <br />(Exhibi t 2) . <br /> <br />75C-3 <br />
