Use of in-car video
systems is essential during situations that may be confrontational or when
there is no independent third party witness. The Police Department
requires 10 Kustom Signals Digital Eyewitness® in-car video systems to
replace and upgrade the department's current systems. The current ir.-car
video systems installed in 1999 use outdated video home system (VHS)
technology, are obsolete and due for replacement.
The Digital Eyewitness® in-car video system uses digital video disc (DVD)
technology and records to a DVD/RAM disc. The DVD/RAM format also includes
error-checking software that will automatically go back and correct any
skips in recording that may occur. Staff has determined that Kustom
Signals, Inc. is the sole source distributor of the DVD format in-car video
system. Kustom Signals, Inc. will provide installation, and has also
agreed to include a $500 rebate for each VHS system traded in. As a result
staff recommends Council approval of the recommended action.
22D-1
