COMMUNITY OUTREACH PROGRAM <br /> <br />Redevelopment and Real Estate Manager Bob Hoffman reported that staff had held eight <br />meetings with representatives of the City's various neighborhood associations in an effort to <br />educate the community concerning the proposed Educational Facilities Improvement Plan and <br />that three more meetings were scheduled. He indicated that most individuals attending the <br />meetings had supported the Plan. <br /> <br />Mayor Young informed the group present of two concerns which had been expressed at the <br />community meetings and which needed to be addressed: <br /> <br />- Redevelopment requirements for low-income housing would result in additional <br /> dwellings which would in turn result in additional students and exacerbate school <br /> overcrowding. <br /> <br />- Labeling the entire City as a "Redevelopment Area" or "blighted" would negatively <br /> impact housing prices. <br /> <br />The City Manager indicated these concerns would be addressed at future meetings. <br /> <br />PLAN ADOPTION PROCESS <br /> <br />Community Development Agency Executive Director Cindy Nelson briefly reviewed the Plan <br />adoption process, indicating a project area committee would be formed by March, 1992 <br />composed of representatives elected by the neighborhood associations, individuals from <br />Parent-Teacher Associations of each school district, members of the business community, and <br />tenants. She noted the survey area for the project was scheduled for designation by City <br />Council on December 12, 1991. She also reported staff was currently soliciting for an <br />environmental consultant for the Plan and would meet with representatives of the impacted <br />taxing agencies by March, 1992. <br /> <br />8:05 A.M. - Councilmember Pulido left the meeting. <br /> <br />Councilmember Richardson requested that staff provide him with the legal requirements for <br />Project Area Committee (PAC) membership. <br /> <br />SCHOOL DISTRICT UPDATE <br /> <br />Nelson also informed those present that staff was currently in the process of discussing <br />school district needs with representatives of each of the various school districts. <br /> <br />CITY COUNCIL MINUTES 354 NOVEMBER 26, 1991 <br /> <br /> <br />
