<br />Attachment A <br /> <br />Program Changes, Continued <br /> <br />VASI <br /> <br />VASI changes include 1he: <br /> <br />. DHS elimination of Fresno as an Urban Area core city; <br />. DHS release of transit agency fimding at a later date; and, <br />. Eligtbility of certain nonprofits to compete for set-aside fimds. <br /> <br />MMRS <br /> <br />The most notable change for MMRS is 1hat, in past years, this was a direct <br />grnnt from 1h: federal government to 1he local jurisdiction. Starting wi1h <br />FY05, MMRS is now granted to 1he state and 1he state, in turn, subgrnnts to <br />cities pre-selected by DHS. <br /> <br />CCP <br /> <br />In FY 2005, 1he emphasis on Citizen Corps ProgIllIIl elements--such as <br />developing and utilizing Citizen Corps Councils, training citizens 1hrough <br />CERT, and increasing citizen awarene~ been increased significantly at <br />1he federal level across all six HSGP initiatives. To 1hat end, 1he federal <br />Department of Homeland Security has repeatedly emphasized 1hat 1he <br />involvement of citizens should be incorporated into all facets of homeland <br />security. <br /> <br />This mm a significant change from prior years when all citizen. based <br />activities were expected to be fimded out of a single set-aside grnnt -1he <br />Citizen Corp ProgIlIIIl. This year, DHS is emphasizing that citizen <br />involvement should be embedded wi1hin all grnnt programs and away from <br />just 1he one source of fimds. Therefore, while California did receive fimds in <br />FY 05 under CCP, this year's award was a substantial reduction from prior <br />years. The award was reduced 60% from FY 04, from $2.5 million to just <br />over $1 million. At 1he same time, unlike in year's past, DHS and ODP have <br />removed 1he 80% minimum pass-1hrough requirement 1hat it normally places <br />on awards to 1he state <br /> <br />Given this substantial reduction in CCP fimding, and after consulting wi1h a <br />number of Operational Area's, 1he Califomia Service Corp which oversees <br />1he daily management of 1he Citizen Corp ProgIllIIl has decided against <br />awarding kx:aI OA's a formula share ofCCP fimds to each of1he state's 58 <br />OA's.
