Attachment A FY05 HOMELAND SECURITY GRANT PROGRAM o Of this amount, up to 10% of FY05 UASI funds may be used to support operational overtime costs incurred at Code Yellow or Orange alert that are associated with increased security measures at critical infrastructure sites in UASI jurisdictions. o The remaining 15% of FY05 UASI funds may be used to support operational overtime costs incurred only at Code Orange alert that are associated with increased security measures at critical infrastructure sites in UASI jurisdictions. This guidance also applies to operational overtime costs incurred at National Special Security Events (NSSEs) in UASI jurisdictions, as designated by the Secretary of Homeland Security. States with UASI jurisdictions can use UASI funds retained at the state level to reimburse eligible operational overtime expenses incurred by the state (up to a maximum of 25% of the state share of the UASI grant). However, those activities must directly support increased security measures enacted in the UASI jurisdictions. States should be judicious in the use of federal grant funds when protecting critical infrastructure and should leverage public/private partnerships. States should also consider the use of private assets in the protection of private facilities. In support of these efforts for enhanced capabilities of detecting, deterring, disrupting, and preventing acts of terrorism, costs eligible for reimbursement under this policy are identical to those deemed allowable under previous Code Orange alerts. Therefore, subject to the conditions stated above, states and local governments may use FY05 UASI and LETPP funds to support: . Select operational expenses associated with increased security measures at critical infrastructure sites. Funds may only be used in the following authorized categories: o Backfill and overtime expenses for staffing state or local EOCs o Hiring of contracted security for critical infrastructure sites o Public safety overtime o National Guard deployments to protect critical infrastructure sites, including all resources that are part of the standard National Guard deployment package o Increased border security activities in coordination with U.S. Customs and Border Protection (CBP). Consumable costs, such as fuel expenses, are not allowed except as part of the standard National Guard deployment package.
