MULTI - DISCIPLINE COMMAND VEHICLE <br />Introduction <br />The Newport Beach Fire Department proposes to design and deploy a Multi- Discipline <br />Command Vehicle (MDCV) to be used as a multi jurisdictional, multi - discipline <br />resource for emergencies related to terrorist events. The vehicle itself, as designed, <br />would have common communications capability with all public safety disciplines via the <br />800 MHz coordinated communications system. This means that all fire service, lifeguard <br />and police resource elements in Orange County would be able to be accessed by this <br />command vehicle. In a regional and State Wide event the MDCV would via VHF <br />frequencies used daily by the Office of Emergency Services. Finally, a citizens band <br />radio, satellite phone and internet access via a mobile wireless router act to provide the <br />emergency manager access to virtually unlimited information in real time at any point in <br />the USA. <br />Discussion <br />The value of this MDCV is its ability to be operated by anyone with a class C driver's <br />license and the knowledge of the on -board systems to respond anywhere locally, the <br />region or State on a moments notice with immediate up -to- the - minute information at <br />her /his fingertips. Additionally, the internet router will allow 200 plus PCs to operate <br />from this single resource at any point in the USA with a signal. <br />With the numerous challenges to public safety agencies in Orange County, including race <br />based hate groups, concentrations of foreign nationals with the center of the County and <br />the associated labor movement, seasonal concentrations of visitors at the area beaches <br />and potential for recreational rioting, the large amusement venues, and the increased <br />notoriety of the area due to the television show "The OC" all lend to the attractiveness of <br />this area as a target for a radical terrorist group. Finally, with the desire for a lifeguard <br />water rescue element to the local Urban Search and Rescue Team the MDCV has the <br />potential to operate on more regional and State troubles not mentioned here. <br />The Multi - Discipline Command Vehicle would be housed in a firehouse near a major <br />freeway with rapid access to all of the major targets in Orange County including John <br />Wayne Airport, the University of California at Irvine, Anaheim Stadium, Downtown <br />Santa Ana, and area beaches. It is designed to respond as a Strike Team Leader vehicle <br />for law, fire and lifeguard needs and will be maintained on a 24/7 state of readiness with <br />a driver /operator fully prepared to deliver this vehicle to any requesting public safety <br />agency County wide. <br />Conclusion <br />
