Attachment A <br />FY05 HOMELAND SECURITY GRANT PROGRAM <br />on "State Citizen Corps POC List." In support of the goals and objectives outlined in the <br />current homeland security strategies and as strategies are revised, states must include <br />an integrated approach to engaging citizens in preparedness, training, exercises, and <br />volunteer support for emergency responders through Citizen Corps Councils. States <br />are encouraged to fully leverage HSGP resources to accomplish this goal. <br />Private Sector Coordination. Grantees are encouraged to collaborate with the private <br />sector to leverage private sector initiatives, resources, and capabilities. Since critical <br />infrastructure is often privately -owned and operated, enhancing public /private <br />partnerships will help identify and advocate opportunities for coordination. <br />Federal Fiscal Support and Oversight <br />The Office of Justice Programs' (OJP) Office of the Comptroller (OC) will continue to <br />provide fiscal support and oversight of the grant programs included in this solicitation. <br />All grant and sub -grant recipients should refer to the OJP Financial Guide, available at <br />http : / /www.oip,usdoi.aov /FinGuide /. DHS will be establishing its own Office of Grant <br />Operations (OGO) within ODP during FY05 and details on the transition of fiscal support <br />and oversight of the grant programs will be forthcoming. <br />Freedom of Information Act (FOIA) <br />ODP recognizes that much of the information submitted in the course of applying for <br />funding under this program, or provided in the course of its grant management activities, <br />may be considered law enforcement sensitive or otherwise important to national <br />security interests. This may include threat, risk, and needs assessment information, <br />and discussions of demographics, transportation, public works, and industrial and public <br />health infrastructures. While this information under federal control is subject to requests <br />made pursuant to the Freedom of Information Act, 5. U.S.C. §552, all determinations <br />concerning the release of information of this nature are made on a case -by -case basis <br />by the DHS FOIA Office, and may likely fall within one or more of the available <br />exemptions under the Act. Applicants are encouraged to consult their own state and <br />local laws and regulations regarding the release of information, which should be <br />considered when reporting sensitive matters in the grant application, needs assessment <br />and strategic planning process. Applicants may also consult the ODP Preparedness <br />Officer regarding concerns or questions about the release of information under state <br />and local laws. <br />Recipients of ODP financial assistance are required to comply with several federal civil <br />rights laws, including Title VI of the Civil Rights Act of 1964, as amended.
