RECESSED TO HOUSING AUTHORITY - 6:58 P.M. <br /> <br />RECONVENED - COUNCIL CHAMBERS - 6:59 P.M. - All Councilmembers present. <br /> <br />COMMENTS <br /> <br />90.A. <br /> <br />PUBLIC COMMENTS <br /> <br />A1 Amezcua, 106 W. Fourth Street, presented a ten-point plan of action for a Santa Ana <br />Gang Prevention Project and requested the City proceed with an intensified program to <br />prevent gang activity. The Mayor requested the City Manager and Police Chief review the <br />proposal and report back to the Council. <br /> <br />Michele Morrisey, 2111 N. Ross Street, announced the formation of a new homeowners' <br />association, the Floral Park Neighborhood Association, composed of 645 homes in northwest <br />Santa Ana and invited the Councilmembers to attend an association meeting at 7:00 p.m. on <br />Wednesday, April 8, 1992 in Santiago Elementary School. <br /> <br />Miles Leach, 2025 W. Tenth Street, requested the Council consider imposing which parking <br />restrictions which would prohibit holders of City parking district permits from parking in <br />areas other than their designated spaces. <br /> <br />Margaret Farris, 11751 S. Harbor Blvd., Room 134, Garden Grove, reported continuing <br />threats to her personal safety and indicated she was consulting with both the Garden Grove <br />Police Department and the District Attorney's Office. <br /> <br />Brad Pahlmann, 2325 N. Forest Avenue, expressed concern regarding tree removal on Forest <br />Avenue, indicating he had received a letter from the City which made sidewalk repairs <br />contingent upon tree removal. Public Works Agency Executive Director Jim Ross updated <br />the Council concerning the City's actions relative to the trees on Forest Avenue and indicated <br />Public Works Agency's staff members would be setting up a meeting with the neighborhood <br />to address mutual concerns regarding tree removal. <br /> <br />Councilmember Acosta requested the meeting be scheduled in a location sufficiently large to <br />accommodate all neighborhood representatives. Councilmembers Acosta and Pulido agreed <br />to attend the meeting on behalf of the City Council. <br /> <br />90.B. <br /> <br />CITY MANAGER COMMENTS <br /> <br />City Manager David Ream provided a brief update regarding the planned Sports Arena, <br />indicating that the Orange County Arena Partners were still seeking a sports franchise for the <br />facility but had not been successful to date.
