KO- 4/10/06 <br />RESOLUTION NO. 2006-022 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA ADOPTING THE HENINGER PARK <br />ARCHITECTURAL DESIGN GUIDELINES <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines <br />and declares as follows: <br />A. Changes in development trends have resulted in the need to update the <br />Heninger Park Architectural Design Guidelines. <br />B. The Heninger Park Architectural Design Guidelines are intended to: <br />1. Guide the preservation of structures. <br />2. Promote the historical compatibility of building rehabilitation and <br />landscaping for existing structures. <br />3. Promote the compatibility of new infill structures. <br />4. Establish a process for review. <br />C. On March 27, 2006, the Planning Commission voted by a vote of 6:0 <br />(Rodriguez absent) to recommend that the City Council adopt a resolution <br />approving the Heninger Park Architectural Design Guidelines and to <br />amend sections of Specific Development Plan No. 40 (Heninger Park) <br />zoning district. <br />D. On April 17, 2006 the City Council held a duly noticed public hearing <br />regarding the approval of the Heninger Park Architectural Design <br />Guidelines. <br />E. Each of the guidelines will not apply equally to every project. In some <br />cases, one or more guidelines may have more design significance than <br />another. The overall objective of the Heninger Park Architectural Design <br />Guidelines is to ensure that the intent and spirit of the guidelines are <br />followed and that the project respects its surroundings in terms of scale, <br />character. and orientation. <br />F. In accordance with the California Environmental Quality Act, the proposed <br />project is exempt from further review pursuant to Section 15331. This <br />Class 31 exemption allows repair, rehabilitation, preservation and <br />reconstruction projects to historic structures if done in a manner consistent <br />Resolution No, 2006-022 <br />Page 1 of 71 <br />
