The Heninger Park Neighborhood Review Process applies to all properties within Heninger <br />Park. These guidelines apply to new development and rehabilitation projects. To ensure <br />compliance with appropriate design guidelines and City codes, the City has Implemented a <br />project review and approval process specifically for Heninger Park. This process is outlined in <br />the following pages and Illustrated in Section II (C). <br />A. City Plannina Review <br />Preliminary Meeting <br />Prior to modifying the exterior of a residence, building an addition, or new residence, the <br />project shall be submitted to the City Planning Division. Before developing plans, <br />applicants are encouraged to discuss the proposal with the City Planning Staff. The <br />preliminary meeting is intended to inform the applicant of the Heninger Park zoning <br />regulations and architectural design guidelines. To obtain project approval in a timely <br />manner, it will be necessary to follow the simple steps to ensure the proposed project <br />meets applicable City codes and is compatible with the architectural character of the <br />Heninger Park Neighborhood <br />Staff Review <br />The process will require filing a Neighborhood Review application and submitting plans to <br />the Planning Division. City Planning review is intended to identify the major issues <br />associated with a project. Staff shall consider the following general criteria when a <br />project is submitted for review: <br />Compliance with the Heninger Park Architectural Design Guidelines (hereinafter HPADG) <br />and Heninger Park zoning provisions (SD -40) including: <br />• Compatibility in size, height, scale, and context with the surrounding structures. <br />• Relationship between buildings, landscape features, and open space. <br />• Compatibility of proposed design, color, and material with existing structure. <br />• Compatibility of design and materials with surrounding area. <br />• Compatibility of new infill development with surrounding area <br />B. Historic Resources Comm ission/PlannIna Commission <br />Following the initial City Staff review, the Neighborhood Review application and a set of <br />copies of the proposed project plans will be forwarded to the Heninger Park <br />Neighborhood Association (see Section II (C)]. The Heninger Park Neighborhood <br />Association may review the proposed project for compliance with the provisions of the <br />design guidelines and respond In writing to the City within 14 calendar days of receipt of <br />the submittal plans and application. If no response Is received by the City within this time <br />period, it will be assumed that the neighborhood association has no comments regarding <br />the project. <br />Resolution No. 2006-022 <br />Page 12 of 71 <br />
