Santa Ana receives and administers HOPWA funds on behalf of the entire Orange County region. <br /> <br />CDBG-funded activities will be available to income-eligible households, i.e., <br />households with an income equal to or less than 80% of the County median income <br />or in areas of the City where HUD has determined at least 51 % of residents meet <br />the 80% median income standard (see Map No.1, page 42).' HOME-funded <br />activities will also benefit homeowners at the 80% income standard and renters with <br />lower incomes. ESG will be limited to programs that prevent eminent <br />eviction/foreclosure or those individuals/families that are already homeless and need <br />appropriate housing and/or support services. As indicated above, HOPWA funds <br />will be utilized to support programs that address the housing and service needs of <br />Orange County residents living with HIV and/or AIDS. <br /> <br />Pursuant to the Citizen Participation Plan and HUD requirements, the City held a 30- <br />day public comment period. This comment period began March 20, 2006 and ended <br /> <br />1 The City is eligible to (and has chosen to) utilize the uncapped 80% income standard.
