<br />CITY OF SANTA ANA <br />2006-2007 ANNUAL ACTION PLAN <br /> <br />are limited to the City's Low-and Moderate-Income area, which encompasses the <br />majority of the City's residential areas. Areas of the City outside of the Low- and <br />Moderate-Income target areas will benefit from activities that are limited-clientele in <br />nature, i.e., a person/household can benefit from a federally assisted program <br />provided they meet the program's eligibility criteria. Eligibility is typically established <br />by household income and household size. <br /> <br />In July 2003, HUD notified the City of Santa Ana that it had been selected to be <br />exempt from the cap on Low- and Moderate-Income levels currently applied to the <br />CDBG and HOME programs. Traditionally, HUD has capped the 80% income level <br />to an amount lower than the true 80% of the area's median income. Utilization of the <br />uncapped 80% income level theoretically allows more households to qualify for <br />CDSG and HOME funded activities. The City of Santa Ana has chosen to utilize the <br />uncapped 80% income standard for both its limited clientele and area-wide activities. <br />Table 4 provides a listing of HUO's "capped" 2006 income standard for Orange <br />County.
