<br />CITY OF SANTA ANA <br />2006-2007 ANNUAL ACTION PLAN <br /> <br />I. Certifications - HUD requires the City to submit various certifications related to <br />the implementation of federal grant programs. These are standard certifications <br />provided by HUD. <br /> <br />During the past 12-month period, HUD has implemented several revisions to <br />Consolidated Plan/Action Plan regulations. To comply with these new requirements, <br />the City will be updating its inventory of homeless housing to identify the beds that <br />are available for HUD-defined chronically homeless. Additionally, an inventory of <br />abandoned and vacant properties will be undertaken. Data collection and updating <br />of information will take place over the 12-months and the City will amend its <br />Consolidated Plan to incorporate this new data. Other relevant revisions will also be <br />incorporated at that time. A significant revision is the requirement to implement an <br />outcomes measurement management system. The City of Santa Ana took <br />extensive measures to incorporate such a system in its 2005-2009 Consolidated <br />Plan and to implement the system during FY 2005-2006. The City's outcome <br />measurement system was devised to mirror HUD's outcome measurement system <br />(which was/is still under development) as best as possible. To this extent, the City <br />has incorporated outcome measurement requirements with all subgrantees and <br />grantee-funded activities, and has utilized HUD's CPMP tool for preparation of the <br />2006-2007 Action Plan. <br /> <br />An additional requirement that is now required is an executive summary that not only <br />summarizes how the City will utilize HUD funds, but also reviews accomplishments. <br />Even though the current Annual Action Plan (i.e., 2005-2006) is nearly % complete, <br />only six-months of accomplishment data has been received by the City, thus any <br />reporting on "accomplishments" would be very incomplete. As part of the <br />Consolidate Plan, the City had developed several tools that it would utilize to track <br />and report accomplishments (see Attachment 3). At the completion of the 2006- <br />2007 Program Year, this table will be updated and will be included in subsequent <br />Action Plans and annual performance reports. <br /> <br />3 <br /> <br />4/20/06 <br /> <br />190-8 <br />
