<br />SECTION 3.0 <br />ENVIRONMENTAL IMPACT ANALYSIS <br /> <br />The following is an environmental analysis on the proposed First <br />Street Medical Building based on the City of Santa Ana's CEQA <br />Environmental Checklist Form. The analysis incorporates by <br />reference the analysis and findings in the City of Santa Ana <br />Updated General Plan Land Use Element FEIR and the City of Santa <br />Ana Master Environmental Assessment. Additionally, a traffic <br />analysis has been prepared for the proposed project and has been <br />incorporated into the environmental analysis. For each <br />environmental issue, the analysis identifies the level of impact <br />that is anticipated to occur. Where applicable, mitigation <br />measures have been identified to reduce potentially significant <br />impacts to a level considered less than significant. <br /> <br />I. AESTHETICS <br /> <br />A. Have a substantial adverse effect on a scenic vista? <br /> <br />B. Damage scenic resources, including but not limited to <br />trees, rock outpourings and historic buildings within a <br />State highway? <br /> <br />No Impact <br /> <br />The project site is situated within an urban setting and is <br />surrounded by developed land uses. According to the City's <br />General Plan there are no scenic vistas or scenic resources <br />within the immediate vicinity of the project site. Additionally, <br />there is no State Highway with scenic resources within the <br />vicinity of the project site. Therefore, implementation of the <br />proposed project would not result in adverse impacts to any <br />scenic vista or scenic resources along a State Highway. <br /> <br />C. Substantially degrade the existing visual character or <br />quality of the site and it's surrounding? <br /> <br />Less Than Significant Impact <br /> <br />The City of Santa Ana has an adopted Urban Design Element that <br />establishes policies, programs and design elements to enhance <br />the aesthetic environment of the City. Development projects <br />proposed in the City are reviewed for consistency with the Urban <br />Design Element.
