Prior to the issuance of grading permits, the project <br />applicant shall prepare an NPDES post-construction storm <br />water management plan per Orange County Drainage Area <br />Management Plan (DAMP) that includes all structural and <br />non-structural Best Management Practices for the project. <br /> <br />. Prior to the issuance of grading permits the project <br />developer shall submit and have approved a surface <br />drainage/utility plan that depicts all applicable Site <br />Design, structural Source Control and Treatment Control <br />BMPs in accordance with the Orange County Drainage Area <br />Management Plan and the City of Santa Ana Local <br />Implementation Plan. <br /> <br />. Prior to the issuance of grading permits the project <br />applicant shall provide two copies of the Water Quality <br />Management Plan that includes, site assessment, Site Design <br />BMPs, Applicable Routine Source Control BMPs, selection and <br />sizing of the Treatment Control BMPs, funding mechanisms <br />for long-term operation and maintenance and an Operation <br />and Maintenance Plan. <br /> <br />. <br /> <br />Prior to the issuance of building permits <br />developer shall provide payment of City of <br />Federal Clean Water Protection Enterprise Fees. <br /> <br />the project <br />Santa Ana <br /> <br />B.
