<br />County of Orange Congestion Management Program Analysis <br /> <br />Based on the 2001 Congestion Management Program (CMP) Highway <br />System, no roadway segment links are adj acent to the proj ect <br />site. However, three intersections near the project site are <br />identified as CMP intersections. These CMP intersections are <br />First Street at I-5 Southbound Ramp, Fourth Street at the SR-55 <br />Northbound Ramps and Fourth Street at the SR-55 Southbound <br />Ramps. <br /> <br />A CMP traffic impact analysis is required when a proposed <br />project distributes and assigns three percent or more traffic to <br />the capacity of a transportation facility. For a four-lane CMP <br />roadway segment, 2,400 or more vehicle trips per day would <br />exceed the threshold. The threshold for a CMP intersection would <br />be 51 peak hour trips. <br /> <br />The proposed project would generate 816 daily vehicle trips with <br />56 tips occurring in AM peak hour and 84 trips occurring in the <br />PM peak hour. The distribution of the vehicle trips was <br />determined by examining the locations of surrounding trip <br />attractorsjproducers. The trip distribution percentages used in <br />this traffic analysis is shown in Exhibit A. Based on the trip <br />distribution, project trips were assigned to the project area <br />roadway system. Because more traffic would be generated during <br />the PM peak hour than the AM peak hour, only the PM peak hour <br />project trip assignment for direction and link is shown in <br />Exhibit B. <br /> <br />Average Daily Traffic <br /> <br />The 816 daily vehicle trips generated by the proposed project <br />would be less than the 2,400 daily trips threshold for potential <br />significant impacts to CMP roadway links. <br /> <br />Intersection Volume Screening Analysis <br /> <br />Based on the PM peak hour trip assignment shown in Exhibit B, <br />Table T-1 shows the PM peak hour project traffic applied to the <br />three CMP intersections. As shown in Table 3, the proposed <br />project traffic at the three CMP intersections within the <br />project area would be less than the 51 peak hour trip threshold <br />for potential significant impacts to CMP intersections. <br /> <br />30 <br /> <br />32Ai44 <br />
