HOME-funded <br />activities will also benefit homeowners at the 80% income standard and renters with <br />lower incomes. ESG will be limited to programs that prevent eminent <br />eviction/foreclosure or those individuals/families that are already homeless and need <br />appropriate housing and/or support services. As indicated above, HOPWA funds <br />will be utilized to support programs that address the housing and service needs of <br />Orange County residents living with HIV and/or AIDS. <br />Pursuant to the Citizen Participation Plan and HUD requirements, the City held a 30- <br />day public comment period. This comment period began March 20, 2006 and ended <br />' The City is eligible to (and has chosen to) utilize the uncapped 80% income standard.
