Has tbe legal autbority to apply for federal assistance, and bas tbe institutional, managerial and financial capability to ensure proper planning, management and completion of tbe grant provided by tbe federal Department of Homeland Security and subgranted through tbe State of California. 2. Will assure tbat grant ftmds are only used for allowable, fair, and reasonable costs. 3. Will give !be federal government, tbe Comptroller General oftbe United States, tbe State of California, through any autborized representative, access to and tbe right to examine all records, books, papers, or documents related to tbe award; and will establish a proper accounting system in accordance witb generally accepted accounting standards or awarding agency directives. 4. Will provide progress reports and such otber information as may be required by tbe awarding agency. 5. Will initiate and complete tbe work within tbe applicable time frame after receipt of approval of tbe awarding agency. 6. Will establish safeguards to prohibit employees from using tbeir positions for a purpose that constitutes or presents tbe appearance of personal or organizational conflict of interest, or personal gain for tbemselves or otbers, particularly tbose witb whom tbey have family, business or otber ties. 7. Will comply, if applicable, witb tbe Lead-Based Paint Poisoning Prevention Act (42 U.S.C. ~~ 4801 et seq.) which prohibits tbe use oflead based paint In construction or rehabilitation of residence structures.
