Has tbe legal autbority to apply for federal assistance, and bas tbe institutional, managerial <br />and financial capability to ensure proper planning, management and completion of tbe grant <br />provided by tbe federal Department of Homeland Security and subgranted through tbe State of <br />California. <br /> <br />2. Will assure tbat grant ftmds are only used for allowable, fair, and reasonable costs. <br /> <br />3. Will give !be federal government, tbe Comptroller General oftbe United States, tbe State of <br />California, through any autborized representative, access to and tbe right to examine all <br />records, books, papers, or documents related to tbe award; and will establish a proper <br />accounting system in accordance witb generally accepted accounting standards or awarding <br />agency directives. <br /> <br />4. Will provide progress reports and such otber information as may be required by tbe awarding <br />agency. <br /> <br />5. Will initiate and complete tbe work within tbe applicable time frame after receipt of approval <br />of tbe awarding agency. <br /> <br />6. Will establish safeguards to prohibit employees from using tbeir positions for a purpose that <br />constitutes or presents tbe appearance of personal or organizational conflict of interest, or <br />personal gain for tbemselves or otbers, particularly tbose witb whom tbey have family, <br />business or otber ties. <br /> <br />7.
