Summaries of the <br />National Planning Scenarios are available on the OOP Secure Portal located at <br />httos://odo.esoortals.com. The National Planning Scenarios will be made available as <br />soon as they are finalized. <br /> <br />The UTL defines the essential tasks that need to be performed from the incident scene <br />to the national level for major events illustrated by the National Planning Scenarios. <br />Federal, state, local, and tribal entities select the appropriate tasks that apply to their <br />assigned missions. The UTL also includes information on operating conditions and <br />standards needed to develop quantifiable performance measures for planning, <br />equipment, training, and exercises. The UTL is available on the OOP Secure Portal <br />located at httos:l/odo.esoortals.com. <br /> <br />The Target Capabilities List identifies the capabilities needed to perform the tasks <br />identified in the UTL for the major events illustrated by the National Planning Scenarios. <br />A capability consists of properly planned, organized, equipped, trained, and exercised <br />personnel needed to perform a task. The Target Capabilities List will include Tiers to <br />account for reasonable differences in capability levels among entities based on <br />population density, critical infrastructure, and other risk factors. Entities are <br />preparedness organizations established by levels of government with participation from <br />the private and nonprofit sector, as described in NIMS. The Target Capabilities List will <br />also include performance metrics. The Target Capabilities List will be available on the <br />OOP Secure Portal located at httos://odO.esoortals.com in January 2005. <br /> <br />OOP will develop detailed National Planning Guidance (due by March 31, 2005) in <br />coordination with federal, state, local, and tribal entities that describes the National <br />Preparedness Goal, the target levels of capability, and how to apply them in the <br />development and update of preparedness assessments and strategies. The current <br />variety of assessments, surveys, and data calls will be realigned over time to support <br />the Goal. As necessary, federal regulatory requirements will be modified to support the <br />National Preparedness Goal, to the extent permitted by law. OOP will provide <br />information about changes in preparedness assessments and strategies in upcoming <br />information bulletins and various forums. <br /> <br />C. HSPD-8 Implementation I Preventing and Preparing for Terrorist <br />Attacks Involving Improvised Explosive Devices <br /> <br />Improvised explosive devices (IEOs) pose a threat of great concern to states and local <br />jurisdictions across the nation. IEOs have historically been the terrorist weapon of <br />choice because they combine a high degree of effectiveness with minimal cost.
