<br />Attachment A <br /> <br />FY05 HOMELAND SECURITY GRANT PROGRAM <br /> <br />X. EMERGENCY MANAGEMENT PERFORMANCE GRANTS <br /> <br />A. Program Overview <br /> <br />With funds provided through the FY05 EMPG, states have the opportunity to structure <br />individual emergency management programs based on identified needs and priorities <br />for strengthening their emergency management capabilities, while addressing issues of <br />national concern. States have the flexibility to develop intrastate emergency <br />management systems that encourage the building of partnerships which include <br />government, business, volunteer, and community organizations. It is essential that <br />state and local governments coordinate and establish strong working relationships with <br />neighboring jurisdictions, which may include all levels of government, including tribal <br />governments, in developing emergency management capabilities under this grant for <br />joint operations, effective mutual aid and support locally, regionally, state-to-state and <br />nation-wide. <br /> <br />Comprehensive emergency management should include local emergency management <br />programs. Local emergency management organizations should remain informed and <br />have the opportunity to provide input to its states' planning processes. Although DHS <br />expects states to include support for their local jurisdictions in its EMPG programs, each <br />state is responsible for determining the appropriate amount of funding to be passed <br />through to support the development or enhancement of local emergency management <br />capabilities. <br /> <br />Developina EMPG Work Plans <br />States should use the EMAP Standards structure and NIMS (as published by DHS on <br />March 1, 2004) as a basis for developing work plans and performance evaluations for <br />EMPG. As a condition for receipt of funds, states must comply with FY05 NIMS <br />implementation requirements (see NIMS page 46 for further information). In addition, <br />states are encouraged to begin to move toward compliance with the EMAP standards. <br />Additional information on the EMAP standards is available at <br />htlp://www.emaponline.orq/index.cfm; additional information on NIMS is available at <br />htlp://www.fema.qov/nims. Results from other assessments can also serve as a <br />reference, and can include specific targeting of the EMPG to those areas identified as <br />needing improvement. <br /> <br />B. Cost Share Requirements <br /> <br />EMPG has a 50% federal and 50% state cost-share cash or in-kind match requirement. <br />In accordance with federal guidelines and DHS Office of General Counsel (OGC) <br />rulings, match requirements are waived for the U.S. Territories of American Samoa, <br />Guam, the Virgin Islands, and the Commonwealth of the Northern Mariana Islands.
