<br />Resolution Approving the Renewed Measure M <br />May 15, 2006 <br />Page 2 <br /> <br />Further, Mayor Pro Tern Lisa Bist represented the interest of the City on <br />the Super Committee and as chair of the Investment Plan Subcommittee, <br />provided valuable input into the plan to assure the City's transportation <br />needs were addressed. As a result of her leadership combined with the <br />efforts of her council colleagues, renewed Measure M will give the City <br />approximately $193.6 million in turnback funds over the next thirty years <br />to improve City streets and roads. <br /> <br />Measure M revenues raised from the continuation of Measure M would remain <br />in Orange County and could not be diverted by the state or federal <br />government. This additional funding would provide a stable, long-term <br />funding source to alleviate traffic congestion, assist in eliminating <br />deferred maintenance on our neighborhood streets, improve travel on major <br />arterial roadways and highways by synchronizing traffic signals and <br />widening, expand transit services and provide transportation-related <br />water quality improvements. <br /> <br />The next steps would be to receive public input. In May and June 2006, <br />Orange County cities will be asked to approve the plan for purposes of <br />placing it on the ballot. The OCTA Board of Directors is expected to <br />consider the plan in July and upon approval, the Orange County Board of <br />Supervisors could place the Measure on the November 2006 ballot. <br /> <br />In order to be placed on the November 2006 ballot, the Measure must <br />obtain approval of the County Board of Supervisors, City Councils <br />representing both a majority of the cities in the County and a majority <br />of the population residing in the incorporated areas of the County. The <br />Orange County Division, League of California Cities, has recommended the <br />adoption of the attached resolution in support of the Renewal of Measure <br />M. By adopting the resolution, each city is acknowledging the importance <br />of preserving Measure M funding for the next 30 years and approving the <br />Investment Plan for the revenues expected to be derived from the renewal <br />of Measure M. Adoption will allow the new measure to be put before the <br />voters in November 2006. <br /> <br />ENVIRONMENTAL IMPACT <br /> <br />There is no environmental impact associated with this action. <br /> <br />FISCAL IMPACT <br /> <br />There is no fiscal impact associated with this action. <br /> <br />~'R .'
