CITY COUNCIL COMMITTEE ON <br />NEIGHBORHOOD IMPROVEMENT/CODE ENFORCEMENT <br />Meeting Minutes <br />March 28, 2006 <br />CALL TO ORDER <br />The meeting was called to order at 5:45 p.m. in the Council Chambers, 22 Civic Center <br />Plaza, Santa Ana. <br />ATTENDANCE <br />The following Committee members were present: Lisa Bist, Alberta Christy and Carlos <br />Bustamante <br />Staff present were: Stephen Harding, Deputy City Manager/Development Services; Jay <br />Trevino, Executive Director Planning and Building Agency; Kenneth Adams, Assistant <br />Director Planning and Building Agency; Ben Kaufman, Chief Assistant City Attorney; Bruce <br />Dunams, Community Preservation Manager; and Steve Gutmann, Supervisor of <br />Inspections. <br />AGENDA ITEMS <br />1. APPROVAL OF MINUTES -FEBRUARY 28, 2006 MEETING <br />Approved by a vote of 3:0 <br />2. PRE-SALE INSPECTION PROGRAM <br />Bruce Dunams provided a synopsis of project scope to date. He outlined the basic <br />philosophy of the pre-sale inspection, a detailed scope of program activities for the <br />program, a detailed list of compliance incentives and the proposed ordinance <br />amendments required to implement the program. <br />Mr. Dunams answered a variety of committee questions including details of the pre- <br />sale inspection program philosophy and scope of potential inspections. <br />The following individuals spoke in opposition to the program: Heidi Radisay, Phil <br />Schaefer, Juanita Lopez, Tina Estrada, Brenda Quearo and Phil Hawkins <br />The following individuals spoke in support of the program: Debbie McEwen and <br />Lynnette Verino <br />The Committee recommended staff include a one year review of the program at an <br />appropriate Neighborhood Improvement/Code Enforcement Council Committee <br />meeting and to develop some benchmarks to determine the success of the program. <br />13B-3 <br />
