Reject the bid from National Environmental Solutions, LLC as <br />nonresponsive to the specification. <br />2. Award a contract to Golden Bell Products, Inc. to apply an <br />insecticidal latex coating in sewer manholes, in the amount of <br />$20,000. <br />DISCUSSION <br />The Public Works Agency's Water Resources Division performs an ongoing <br />assessment of the sewer manholes throughout the City. Staff has determined <br />that the application of a white insecticidal latex coating in the sanitary <br />sewer manholes will reduce health risks and will also result in cleaner, <br />brighter and safer manholes. The insecticidal latex coating is Environment <br />Protection Agency approved and is guaranteed for two years, and will be <br />applied at a cost of $16.50 per manhole. <br />The notice inviting bids was advertised on March 1 and 3, 2006, and bids <br />were solicited. A summary of the bid invitations and bids received is as <br />follows: <br />6 Invitations For Bid mailed <br />2 Bids received <br />Bids were received, opened on April 19, 2006, and evaluated. The bid from <br />National Environmental Services, LLC was found to be nonresponsive to the <br />specification as the vendor did not provide proof of certification by the <br />Department of Pesticide Regulation as required by the specification. The <br />bid received from Golden Bell Products, Inc. is responsive to the <br />specifications and meets the City's requirement. <br />22C-1 <br />
