<br />March I, 2006 <br /> <br />RE: 2005 Justice Assistance Grant Fund Distribution Agreement and 2006 JAG application <br /> <br />Chief Walters, <br /> <br />The 2005 Edward Byrne Memorial Justice Assistance Grant program (JAG) requires that a <br />single unit of county government function as the applicant/fiscal agent to apply for, receive and <br />administer the funds on behalf of all sub-grantees eligible to receive funds. The County of <br />Orange designated its Sheriff's Department to act as the applicant/fiscal agent for the 2005 JAG <br />funds. In order to satisfy another JAG program requirement, a Memorandum ofDnderstanding <br />(MOD) was signed by all eligible sub-grantees acknowledging the Sheriff's Department as the <br />single applicant/fiscal agent for the JAG funds. <br /> <br />The 2005 JAG application was completed; the funds have been received and are currently being <br />held in a trust account as required by law. In order to legally distribute these federal funds, the <br />County of Orange is required by law to utilize a formal distribution method to reimburse the <br />local agencies for their expenditures outlined in the grant application. Your City Manager <br />approved the content of the attached agreement and the County Board of Supervisors approved <br />the agreement on Tuesday, February 28, 2006. <br /> <br />The attached documents outline the financial and programmatic reporting procedures for the <br />2005 JAG program. The documents include the following: <br /> <br />I. JAG agreement outlining the fund distribution method <br />2. Attachments A-E outlining the 2005 JAG program and reporting requirements <br /> <br />In order to begin the reimbursement of your 2005 JAG funding, please obtain City Council <br />approval as soon as possible for the attached document titled "Agreement to Transfer Funds for <br />2005 Edward Byrne Memorial Justice Assistance Grant (JAG) Program" and return the signed <br />original to me. <br /> <br />Questions regarding these requirements can be directed to me or Deputy Kim Donohue (714) <br />935-6869. Thank you for your prompt attention to this matter. <br /> <br />** We have completed the 2006 JAG application, for which the attached documents (signed <br />2006 MOD and Program Narrative) also require your City Council approval.
