<br />. <br /> <br />Westminster City: <br /> <br />Problem Statement: <br /> <br />The Westminster Police Department has no reserve fund for technology hardware and software <br />upgrades and/or replacement. The various technology systems used by Patrol and Detective <br />personnel are limited in functionality and nearing the end of their serviceable life. JAG funds <br />will be used for technology upgrades and/or replacement to enhance detective and frontline <br />officers' ability to efficiently retrieve data and access Intranet services. <br /> <br />Goal: <br /> <br />Westminster PD will utilize the JAG funds to integrate available data systems in order to more <br />effectively, predict and prevent criminal activities and, as funding permits, replace computer <br />hardware and software. Specifically the JAG funds will be allocated to: <br /> <br />1. To continue the integration of available data systems in order to more effectively <br />predict and prevent criminal activities; <br />2. To be able to replace technological systems, both hardware and software, in order to <br />support the goal of information integration. <br /> <br />Obiectives: <br /> <br />The goals will be accomplished by: <br /> <br />1. Continue the integration of Alliance PD databases enabling line-level supervisors and <br />personnel to more efficiently retrieve data. <br />2. Increased use of Crystal Decisions software (Crystal Reports) to develop standardized <br />reports using the Alliance PD databases. <br />3. Expand the use of i2 Incorporated retrieval system (iBridge and Notebook Analyst <br />software) to link criminal cases via subjects and property. <br />4. Develop the use ofIntranet technologies. <br /> <br />Ouantifiable Performance Measures: <br /> <br />1. Investigators and supervisors will use i2 Inc. visual relational database software on a <br />weekly basis in order to determine criminal and case histories, as measured by self- <br />reporting logs for system use. <br />2. Investigators and supervisors will use Accurint software system on a monthly basis to <br />establish suspect intrastate and interstate histories through public access information, <br />as measured in the Accurint system's user history report. <br />3. Supervisors will access and use data retrieval reports generated by Crystal Decisions' <br />Crystal Reports software to help measure workload and workflow of patrol and <br />investigations functions, as measured by the creation and dissemination of a quarterly <br />workload and workflow report within the next year. <br /> <br />2006-F0734-CA-DJ <br /> <br />Page 9 of 10 <br />
