Mayor Pro Tem Pulido indicated he was forming an Ad Hoc Committee whose purpose <br />would be to name a public building or other facility in honor of former Councilmember Ray <br />Villa and invited all interested parties to join him in this effort. <br /> <br />Mayor Pro Tem Pulido requested the City Attorney prepare a resolution which would modify <br />the Human Relations Commission structure in a similar manner as that requested by <br />Councilmember Mills for the Environmental and Transportation Advisory Committee and <br />modify the Commission's responsibilities to provide a focus on youth alternative programs. <br /> <br />Councilmember Moreno thanked his campaign volunteers for their efforts during his election <br />campaign. He also referred to Sal Juarez' earlier comments (see Minutes page 378) <br />regarding a Santa And Police Association political campaign flyer that had offended <br />community members and expressed the opinion that an apology was in order. <br /> <br />Mayor Young acknowledged the publication was regrettable, stated that he was not the <br />author nor had he had knowledge of the flyer prior to its publication, but expressed his belief <br />that the authors had learned a lesson and that hopefully the community could move forward <br />beyond the incident. <br /> <br />Mayor Young called attention to the extensive road rehabilitation projects on the evening's <br />agenda which the Council had approved. He also asked Police Chief Paul Walters to <br />investigate the possible implementation in Santa Ana of AB 2717, a newly enacted bill which <br />makes gang recruitment of minors by adults a crime and which specifies increased penalties <br />for violations. <br /> <br />RECESSED TO CLOSED SESSION - ROOM 147 - 9:48 P.M. <br /> <br />The Clerk of the Council announced that the City Council was recessing to Closed Session <br />pursuant to: <br /> <br />Government Code Section 54956(a) to confer with the City Attorney regarding <br />pending litigation which had been initiated formally in to which the City was a <br />party to wit: <br /> <br />Ci vs. City of Santa Ana <br />DeSantis vs. City of Santa Ana (Worker's Compensation) <br />Ruiz vs. City of Santa Ana, and also pursuant to <br /> <br />Government Code Section 54957.6 to meet with its designated representatives <br />regarding labor relations matters. <br /> <br />RECONVENED - COUNCIL CHAMBERS - 11:18 P.M. - All Councilmembers present. <br /> <br />CITY COUNCIL MINUTES 379 DECEMBER 7, 1992 <br /> <br /> <br />
