THIRTY-YEAR MASTER PLAN <br /> <br />City Manager David Ream began the session by explaining a shared vision was essential to <br />the accomplishment of any organization's goals and indicated that staff would be presenting <br />for the Council's consideration a vision for Santa Ana as outlined in a 30-Year Master Plan. <br />The City Manager encouraged the Council to actively participate in the formulation of the <br />Master Plan which the Council would ultimately be voting upon. <br /> <br />Community Development Agency Executive Director Cindy Nelson introduced the Public <br />Facilities segment of the Plan followed by Redevelopment and Real Estate Manager Bob <br />Hoffman who outlined the major public facilities projects anticipated for completion in the <br />Master Plan. <br /> <br />Downtown Development Manager Roger Kooi reported on several Orange County projects <br />planned for the Civic Center area. <br /> <br />Public Works Agency Director Jim Ross opened the Public Infrastructure section of the Plan <br />and introduced the following Public Works Agency management staff members who then <br />proceeded to discuss their respective topics: <br /> <br />Engineering Services Manager George Alvarez--Street Improvements <br />including pavement management, street widenings, medians, utility <br />undergrounding, traffic control systems, and neighborhood traffic plans; <br /> <br />- Transportation Manager Joyce Amerson--Central Orange County Fixed <br /> Guideway Project; <br /> <br />- Administrative Services Manager Teri Cable--Street Lighting; and <br /> <br />- Water Resources Manager Lee Harry--Water and Sewer Systems. <br /> <br />Staff showed slides demonstrating both current and proposed infrastructure improvements and <br />responded to Councilmembers' questions. <br /> <br />7:58 P.M. - Councilmember Richardson left the meeting. <br /> <br />Councilmembers requested more information concerning the following: a landscape and <br />median strategy; annual costs of maintaining parkway medians per block; designing the <br />City's communications infrastructure to include fiber optics technology; additional ways to <br />protect neighborhoods from traffic intrusion; and methods to disseminate the Master Plan to <br />neighborhood leaders and the community. <br /> <br />The Council by unanimous informal consent requested staff to conduct a separate study <br />session on the light rail component of the fixed guideway project. <br /> <br />CITY COUNCIL MINUTES 3 8 2 De. tuber 10, L~92 <br /> <br /> <br />
