THIRTY-YEAR MASTER PLAN <br /> <br />Maintenance Services Manager Larry Christian presented the Street Trees Program of the <br />proposed Master Plan, showed slides of tree-caused damage to streets and sidewalks, and <br />responded to Councilmembers' questions. <br /> <br />The following issues were raised by Councilmembers for further discussion at a future <br />Council study session: <br /> <br />- Notification process for tree removal and planting <br /> <br />- Determination of tree replacement priorities <br /> <br />- Selection process for tree species used in the Street Trees Program <br /> <br />- Ratio of tree removals to tree replacements <br /> <br />- Standard planting distances between trees <br /> <br />- Comparison of deciduous and evergreen tree advantages <br /> <br />- Tax credit for tree planting as part of City permit process <br /> <br />Redevelopment and Real Estate Manager Bob Hoffman and Senior Planner Linda Hale <br />presented the Schools portion of the Master Plan by discussing the Community Facilities <br />Improvement Plan, the Education Element, City/School partnerships, the revolving loan fund <br />for school facility construction, various coordinating meetings between staffs and elected <br />officials, and new school site locations. Hoffman and Hale responded to Councilmembers' <br />questions as each topic was discussed. <br /> <br />Councilmembers requested the following items be added to the "issue bin": <br /> <br />Landscaping at school sites <br /> <br />Inclusion of joint City/School recreation projects in citywide <br />redevelopment plan <br /> <br />Financial aid to encourage students who continue to higher education to <br />remain in Santa Ana <br /> <br />Recreation and Community Services Executive Director Allen Doby and Park/Landscape <br />Design Manager Ron Ono presented the Parks and Recreation Facilities portion of the Master <br />Plan including a historic overview of park development in Santa Ana; park land, equipment <br />and partnership goals of the Master Plan; and a floor plan for a new Recreation and <br />Community Services administration building to be sited in Centennial Park and completed <br />within five years.
