Any updates or changes to any state, core city(ies), or core <br />county(ies) POC information should be submitted to the assigned ODP <br />Preparedness Officer. <br />Newly Identified UASI Urban Areas <br />For newly identified UASI urban areas in FY05, the SAA must comply with the following <br />requirements: <br />Requirements for HSGP Application Submission (refer to page 15, application <br />requirements for newly identified UASI urban areas): <br />• Identify SAA, Core City(ies), and Core County(ies) POCs <br />• Define the urban area <br />• Establish the UAWG <br />2. Conduct an Urban Area Assessment. Newly identified urban areas receiving <br />funding under this initiative may use previously collected assessment data from the <br />2003 State Homeland Security Assessment and Strategy Program, which in turn will <br />guide development of an Urban Area Homeland Security Strategy. <br />3. Develop an Urban Area Homeland Security Strategy. Newly identified urban <br />areas receiving funding under this initiative must develop a comprehensive Urban <br />Area Homeland Security Strategy. This strategy must be developed jointly by all <br />units of government in the defined urban area and meet the requirements for a <br />validated Urban Area Homeland Security Strategy as outlined in ODP's Urban Areas <br />Security Initiative Administrator Handbook, which can be found at <br />http://www.shsasresources.com. <br />The Urban Area Homeland Security Strategy must be consistent with and supportive <br />of the SHSS. The state and urban area strategies are not spending plans for the <br />UASI grant funds; rather they should articulate an overall vision for preparedness in <br />the state or urban area, and lay out specific goals and objectives which, if achieved, <br />will enable realization of that vision. Additionally, the state, core city, core county <br />and other urban area jurisdictions should work together to leverage all available <br />funding sources in implementation of the strategy and to include citizens in all <br />aspects of the strategy through their local Citizen Corps Council. <br />Note: Receipt of all funds is contingent upon submission of a validated Urban Area <br />Assessment and a validated Urban Area Homeland Security Strategy. All Urban <br />Area Homeland Security Strategies must be completed and submitted to ODP <br />by February 16, 2005. ODP will provide technical assistance to the urban areas <br />throughout the strategy development process. <br />4. Allocation of Funds. The intent of the grant is to establish a metropolitan area - <br />wide approach to homeland security. Therefore, the use and allocation of all grant <br />funds available through the FY05 UASI must focus on the implementation of the <br />Urban Area Homeland Security Strategy.
