Program Requirements <br />ODP does not require a specific number of activities or projects but expects that the <br />statement of work proposed will be proportionate to the level of the state emergency <br />management program and of appropriate emergency management components, as <br />evidenced by the EMAP assessment, other hazards /vulnerability and needs <br />assessments, the mitigation plan, post- disaster reviews, corrective actions programs, <br />and the EMPG funding appointed to those tasks. <br />EMPG is a consolidated grant, which originally included programs that provided formula <br />and project grants. The current program is primarily a formula grant providing support <br />for essential expenses including salaries, benefits, equipment, supplies, maintenance of <br />facilities, and other necessary costs of state and local emergency management <br />departments and agencies. The normal capability - building program activities of the <br />state and local emergency management organizations should be described in the <br />program narrative, categorized by emergency management functions as described <br />above. Special projects are also allowable under EMPG, as they were under several of <br />the original constituent programs. Such projects may be included within the framework <br />of the emergency management functions or presented separately. <br />A state's EMPG should establish the framework for accountability, which should be based <br />on results, not processes. In order to develop a results- oriented program, a state should be <br />able to answer the following questions: <br />• What are we trying to achieve or what is the problem needing a solution? <br />• How will we get there? <br />• How will we know if we are getting there? <br />Once the state selects the issue it would like to address, it can determine the issue - related <br />goal (the desired outcome), the strategies it will pursue to achieve the goal, and how it will <br />recognize progress in achieving the outcome. <br />Grantees must maintain and expand any necessary capabilities to have an effective <br />emergency management program. These capabilities must be able to address a //- <br />hazards emergencies.
