<br />Attachment A <br /> <br />FY05 HOMELAND SECURITY GRANT PROGRAM <br /> <br />VII. URBAN AREAS SECURITY INITIATIVE <br /> <br />A. Program Overview <br /> <br />The FY05 UASI Program provides financial assistance to address the unique planning, <br />equipment, training, and exercise needs of large urban areas, and to assist them in <br />building an enhanced and sustainable capacity to prevent, respond to, and recover from <br />threats or acts of terrorism. <br /> <br />The intent of the UASI program is to create a sustainable national model program to <br />enhance security and overall preparedness to prevent, respond to, and recover from <br />acts of terrorism. States must ensure that the identified urban areas take an inclusive <br />regional approach to the development and implementation of the FY05 UASI Program <br />and involve core cities, core counties, contiguous jurisdictions, mutual aid partners, port <br />authorities, rail and transit authorities, state agencies, Citizen Corps Council(s), and <br />MMRS steering committees. <br /> <br />The program includes an urban area assessment and strategy development <br />component, which will be used by the urban area to allocate funding and guide delivery <br />of oOP-provided direct services, such as training, exercises, and technical assistance. <br />The development of the Urban Area Homeland Security Strategies must be in <br />accordance with OOP's UASI Administrator Handbook, which can be found at <br />htto://www.shsasresources.com. <br /> <br />The FY05 UASI Program further provides the opportunity to enhance regional <br />preparedness efforts. Urban areas are encouraged to employ regional approaches to <br />overall preparedness and to adopt regional response structures whenever appropriate <br />to meet the needs identified through the assessments and in the urban area strategy. <br />Furthermore, it is OOP's intent to guide state and urban area security and preparedness <br />efforts toward a project-oriented process to address common, measurable objectives. <br />Security and preparedness officials at all levels should seek opportunities to leverage <br />funding from multiple sources whenever possible and not restrict their activities to <br />federal funding alone. This funding will be provided to identified urban area authorities <br />through the SMs. In addition, urban areas should include citizens in planning, <br />preparedness, training, exercises, and volunteer activities to support first responders <br />through the local Citizen Corps Council(s). <br /> <br />ODP encourages all current and former geographically contiguous UASI urban <br />areas to continue existing coordinated and collaborative planning structures and <br />efforts in developing, integrating, and implementing homeland security activities. <br />This includes, but is not limited to, participation on advisory committees and <br />working groups involved in homeland security planning and preparedness <br />processes and activities. <br /> <br />DEPARTMENT OF HOMELAND SECURITY I OFFICE FOR DOMESTIC PREPAREDNESS <br />67 <br /> <br />
