Attachment A <br />FY05 HOMELAND SECURITY GRANT PROGRAM <br />Parts III and IV below, as well as the budget narrative, need to be completed <br />for the EMPG): <br />EMPG Program Narrative <br />PART I: Management Capabilities. Please provide a description of current <br />resource management capabilities to develop, implement, and manage the <br />programmatic requirements associated with EMPG funding and other federally <br />funded programs supporting the state emergency management program and the <br />State Homeland Security Strategy. When describing current management <br />capabilities, consider including such information as the following: <br />• Identify the major organizations, committees, and other` structures <br />accountable for implementing the emergency management program initiatives <br />• Provide an overview of the core emergency management organization, and <br />the structures used to support emergency management across the state. <br />• Indicate the staffing /resource levels within those core organization <br />responsible for program administration and oversight <br />• Provide an overview of the process(es) used to determine funds allocation to <br />any subgrantee of the emergency management authority. <br />In addition, the description must make specific reference to the following: <br />Current efforts to achieve NIMS implementation and institutionalization across <br />the entire state /territory response system during FY05 <br />Current efforts to address deficiencies identified as a result of the Federal <br />Emergency Management Agency (FEMA) baseline capability assessment or <br />the Emergency Management Accreditation Program (EMAP) process <br />Current efforts to institutionalize all- hazards preparedness into the existing <br />state homeland security strategy. <br />PART II: Challenges and Impediments. Please provide an explanation of <br />challenges and impediments that complicate the administration and management <br />of programs supporting the statewide emergency management program. <br />PART III: Recommendations. Please provide recommendations for beneficial <br />services, tools, and /or resources that would assist the state /territory in better <br />implementing the statewide emergency management program and integrating <br />the program into the existing State Homeland Security Strategy. <br />PART IV: Major Initiatives. Please provide a list of major emergency <br />management initiatives and a brief overview of each initiative. The overview <br />should address the major objectives and key milestones of the initiative, as well <br />as how it relates to the Emergency Management Functions identified through <br />EMAP.
