<br />Attachment A <br /> <br />HOMELAND SECURITY PREPAREDNESS TECHNICAL ASSISTANCE PROGRAM <br /> <br />. LEVEL THREE: Delivery of rigorous, customized solutions through direct, on-site <br />support. Training, guidance, and facilitation efforts maximize direct interaction <br />between TA providers and TA recipients to ensure the successful implementation <br />of the most complex initiatives. Level Three delivery methods include: <br /> <br />a. On-site Specific Training <br />b. Train-the-trainer Programs <br />c. Guidance <br />d. Facilitation of Workshops and Meetings <br /> <br />Prevention, response, and recovery, as outlined in HSPD-8, December 2003, are <br />defining elements of the Homeland Security Preparedness Technical Assistance <br />Program, and serve as the foundation for all TA services. As a result, the HSPTAP is <br />divided into three sections that correspond with these preparedness objectives: <br /> <br />. Prevention: Detect, deter, and mitigate threats to our homeland. <br />. Response: Lead, manage, and coordinate the national response to acts of <br />terrorism, natural disasters, or other emergencies. <br />. Recovery: Lead national, state, local, and private sector efforts to restore <br />services and rebuild communities after acts of terrorism. <br /> <br />C. How to Request Technical Assistance <br /> <br />All state and local jurisdiction requests for technical assistance must be made in writing <br />and sent through the SM to ODP for approval, coordination, and execution. <br /> <br />(1) State and local jurisdictions applying for TA must submit a written request (e- <br />mail is acceptable) to their SM. In order to expedite the TA request process, the <br />requestor can use the "TA Service Request" form (found in the online catalog). <br />This form can serve as the formal T A request. <br /> <br />(2) The SM evaluates the request to ensure concurrence with the state's <br />strategy goals and objectives. <br /> <br />(3) If the SM determines the request is in-line with the strategy, the SM sends <br />the request to the appropriate ODP Preparedness Officer. <br /> <br />(4) Following a final review, the Preparedness Officer forwards the request to the <br />appropriate ODP TA Managers. <br /> <br />D.
