No funds may be obligated or drawn down in support of these activities without <br />CBP approval of operational plans and without submission to and approval by ODP of <br />budget detail worksheets. <br /> <br />Eauipment Costs Guidance <br />Allowable equipment categories for FY05 HSGP are listed on the web-based Authorized <br />Equipment List (AEL) on the Responder Knowledge Base (RKB), which is sponsored by <br />ODP and the Oklahoma City National Memorial Institute for the Prevention of Terrorism <br />(MIPT) at http://www.rkb.mipt.ora. The web site is designed to provide emergency <br />responders, purchasers, and planners with a trusted, integrated, online source of <br />information on products, standards, certifications, grants, and other equipment related <br />information. By integrating this information, which includes the InterAgency Board's <br />(lAB) Standardized Equipment List (SEL) and the AEL from ODP, into one location, <br />responders, vendors, standards organizations, training facilities, and grant making <br />organizations have a trusted first source to answering questions such as: <br />. What equipment is on the market? <br />. Has it been certified? <br />. If so, to what standard? <br />. What training is needed to use it effectively? <br />. Are there experts available for consultation and questions? <br /> <br />The FY05 HSGP AEL is housed on the RKB and relies heavily on the SEL developed <br />by the lAB for Equipment Standardization and Interoperability. The 2005 AEL has been <br />modified to facilitate cross-referencing of the SEL in an effort to eliminate redundancy. <br />Both the AEL and SEL are available on the RKB, which also offers an interactive <br />version that provides links to corresponding SEL items and commercial products. <br /> <br />In some cases, items on the SEL are not allowable under FY05 HSGP or will not be <br />eligible for purchase unless specific conditions are met. In addition, some items eligible <br />under this grant program are beyond the scope of the SEL and thus will only appear in <br />the AEL. <br /> <br />The allowable categories of equipment for purchase using FY05 HSGP funds are listed <br />in Appendix A: Authorized Program Expenditures. If state agencies and/or local <br />governments have questions concerning the eligibility of equipment not specifically <br />addressed in the AEL, they should contact their ODP Preparedness Officer for <br />clarification. <br /> <br />Trainina Costs Guidance <br />States, territories, and urban areas may use HSGP funds to enhance the capabilities of <br />state and local emergency preparedness and response personnel through development <br />of a state homeland security training program.
