RECESSED TO COMMUNITY REDEVELOPMENT AGENCY - 7:29 P.M. <br /> <br />RECONVENED - COUNCIL CHAMBERS - 7:35 P.M. - All Councilmembers present except <br />Mayor Pro Tem Palido. <br /> <br />COMMENTS <br /> <br />90.A. <br /> <br />PUBLIC COMMENTS <br /> <br />Richard Kirwan, 2802 N. Westwood, expressed his appreciation to the City Council for staff's <br />rapid response to his complaints concerning graffiti at the last Council meeting. He also invited <br />Councilmembers to attend a Bristol/Memory Lane Coalition Meeting scheduled for Monday, <br />January 25, 1993 at 7:00 p.m. in Friendship Hall of the Spurgeon United Methodist Church <br />located at 1025 W. Memory Lane. <br /> <br />John Raya, former Rancho Santiago College District Board Member, spoke concerning the <br />proposed citywide redevelopment project area, noted that 400 acres would be required for the <br />additional public facilities, and suggested that property owners be advised concerning the <br />potential of condemnation resulting from the project. <br /> <br />90.B. <br /> <br />CITY COUNCIL COMMENTS <br /> <br />Councilmember Lutz suggested a comprehensive anti-graffiti campaign was needed to increase <br />community awareness concerning the negative impacts of graffiti. <br /> <br />Councilmember Richardson reported that the League of California Cities Executive Board had <br />agreed to assist the City of Santa Ana by sponsoring legislation to decrease residential occupancy <br />levels and thanked staff members for their assistance in advocating the City's position with the <br />Board. He also thanked Roger Kooi for arranging weekend trash pickup in the downtown area <br />and the Public Works Agency staff for working during the weekend responding to problems and <br />repairing damages caused by the recent rain storms. <br /> <br />Councilmember Moreno thanked the City Attorney for providing information on graffiti removal <br />and encouraged the use of juveniles in the removal of graffiti. The Mayor requested the City <br />Manager prepare specifics regarding the use of juveniles in this capacity. <br /> <br />Councilmember Moreno reported he had attended a Martin Luther King Recognition Ceremony <br />at Valley High School where he had met with several black ministers who wished to make a <br />presentation to the City Council on February 16, 1993. He requested the Clerk place the item <br />on the Agenda. <br /> <br />Mayor Young reported that the Santa Ana Unified School District was working on an anti- <br />graffiti flyer for distribution in the schools as an initial step in an anti-graffiti campaign.
