Attachment A <br />• FY05 HOMELAND SECURITY GRANT PROGRAM <br />All tabletop exercises (TTXs), drills, functional exercises (FEs), and full -scale exercises <br />(FSEs) will be evaluated and performance based. An After Action Report (AAR) and <br />Improvement Plan will be prepared and submitted to DHS /ODP following every TTX, <br />drill, FE, and FSE. AAR/IPs must be provided to ODP within 60 days following <br />completion of each exercise (see HSEEP Volume Il, Appendix A). Currently, these <br />AAR/IPs can be submitted through the CDP Secure Portal. However CDP is working <br />with other agencies to develop a national reporting system. A state or local <br />jurisdiction that conducts an exercise using SHSP, UASI, and LETPP funds must <br />follow the HSEEP doctrine and protocol contained in Volume IL <br />States are encouraged to develop a self- sustaining State Homeland Security Exercise <br />and Evaluation Program which is modeled after the national HSEEP. This may include, <br />for example: hiring dedicated exercise program staff, awareness seminars on HSEEP, <br />attending exercise training courses, and maintaining a system to track the completion <br />and submission of AARs and Improvement Plans from exercises (including costs <br />associated with meeting with local units of government to define procedures). <br />Construction and Renovation Guidance <br />Use of HSGP funds for construction is generally prohibited except as outlined below. <br />Such construction and renovation shall be strictly limited and allowable only when it is a <br />necessary component of a security system at critical infrastructure facilities. <br />• The following actions and improvements do not constitute construction or <br />renovation, and are allowable under specific HSGP program guidance: <br />• Improved lighting <br />• Fencing <br />• Communications antennas (not over 200 feet) <br />• Closed- circuit television (CCTV) systems <br />• Motion detection systems <br />• Barriers, doors, gates and related security enhancements. <br />• Project construction and renovation not exceeding $1,000,000 is allowable, as <br />deemed necessary by the Director, SLGCP, under SHSP, UASI, and LETPP. <br />These program funds may be used for construction and renovation projects only <br />when those projects specifically address enhanced security at critical <br />infrastructure facilities. The following actions and improvements are <br />considered to constitute construction or renovation, and must follow the approval <br />process outlined below. <br />• Construction and /or renovation to guard facilities <br />• Communications antennas (over 200 feet) <br />• Any other construction or renovation efforts that change or expand the <br />footprint of a facility or structure, including security enhancements to <br />improve perimeter security. <br />• CCP, EMPG, and MMRS funds may not be used for any type of construction or <br />renovation <br />DEPARTMENT OF HOMELAND SECURITY I OFFICE FOR DOMESTIC PREPAREDNESS <br />38 <br />I <br />t <br />r <br />gut c h <br />Z' <br />c' <br />
