Attachment A <br />FY05 HOMELAND SECURITY GRANT PROGRAM <br />To energize the national focus on preventing and responding to IED attacks, ODP is <br />developing an end -to -end prototype planning tool based on the IED National Planning <br />Scenario. The IED scenario includes a detailed 'prevention prologue' chronicling <br />plausible pre- attack adversary tactics, techniques and procedures, as well as depictions <br />of the attack and its effects. This prologue and the attack scenario provide a means to <br />evaluate task proficiency, regional prevention frameworks, and response in exercises <br />and other forms of evaluation. <br />In recognition of the IED threat, and as an initial step in implementation of HSPD- <br />8, each urban area receiving FY05 UASI funds must develop a multi - jurisdictional <br />prevention and response plan based on the IED scenario and test their integrated <br />plan(s) through a cycle of exercise activity (at a minimum, two discussion -based <br />and one full -scale evaluated exercise) that addresses the associated tasks as <br />outlined in the IED scenario. If a state does not have a designated urban area(s), <br />then it must identify a multi - jurisdictional metropolitan area or region in which to <br />conduct this IED exercise. If a state had an urban area participating in the UASI <br />program in previous fiscal years, they are strongly encouraged to use those jurisdictions <br />to meet the IED exercise requirement. <br />The IED exercise requirement is intended to support the prioritized development and <br />evaluation of plans, policies, procedures, protocols, and capabilities for the prevention <br />and detection of and response to an incident of national significance as depicted in the <br />IED scenario. The goal of this planning and exercise requirement is to facilitate the <br />integration of regional operational planning and activities across urban areas. In <br />addition, these activities will serve as an initial step toward implementation of HSPD -8. <br />ODP will release specific guidance on complying with this planning and exercise <br />requirement in concert with the release of the National Planning Guidance in March <br />2005. Following the release of this guidance, grantees will have six months to conduct <br />the planning and synchronization necessary to integrate regional prevention and <br />response efforts either into an existing framework or into a new planning document for <br />the IED scenario. Grantees will then have one year following the submission of the <br />integrated plan(s) to complete the cycle of multi - jurisdictional exercise activities. The <br />regional plan must include NIMS principles and concepts, including use of the ICS, and <br />must be submitted to ODP. <br />D. Achieving Tactical Interoperable Communications <br />7 <br />Inadequate and unreliable wireless communications have plagued public safety <br />organizations for decades. These challenges were dramatically highlighted during the <br />response to the terrorist attacks of September 11, 2001. Interoperability issues persist <br />and in many cases public safety agencies cannot perform their mission - critical duties as <br />a result. These agencies are unable to share critical voice and /or data information via <br />radio with other jurisdictions in day -to -day operations and emergency response to <br />incidents, including acts of terrorism and natural disasters. <br />DEPARTMENT OF HOMELAND SECURITY I OFFICE FOR DOMESTIC PREPAREDNESS <br />so <br />
