Approve an appropriation adjustment accepting the FY 2005 Buffer Zone <br />Protection Program Grant in the amount of $47,287.50 into the revenue <br />account (account no. 128-01-5371) and appropriate same into the FY <br />2005 Buffer Zone Protection Program expenditure accounts (account no. <br />128-350-various) . <br /> <br />2. Direct the City Attorney to prepare and authorize the City Manager and <br />the Clerk of the Council to execute an agreement with the County of <br />Orange, Sheriff's Department for the 2005 Buffer Zone Protection Zone <br />grant in an amount not to exceed $47,287.50. <br /> <br />DISCUSSION <br /> <br />The Governor's Office of Homeland Security is distributing federal funding <br />to local governments under the 2005 Buffer Zone Protection Program (BZPP) <br />in the amount of $1,085,810. Funding in the amount of $47,287.50 has been <br />awarded to the City of Santa Ana to secure mitigation measures outlined <br />for the Westfield Shoppingtown MainPlace Mall. The funding is to be used <br />for the costs of equipment related to enhancing the protection of this <br />identified Critical Infrastructure and Key Resources (CI/KR) site. <br />MainPlace is considered to be a potential terrorist target that has been <br />determined to be of national level importance in the areas of public <br />health and safety, economic and national security, and public confidence. <br /> <br />Under the BZPP, the Santa Ana Police Department has prepared a <br />Vulnerabili ty Reduction Purchasing Plan (VRPP) for the identified site, <br />which has been approved by the Governor's Office of Homeland Security and <br />the federal Department of Homeland Security. The grant funding is to be <br />used to purchase equipment from the Department of Homeland Security's 2005 <br />Authorized Equipment List, pursuant to the VRPP submitted plans. As the <br />first responder for this critical infrastructure site, the Santa Ana <br />Police Department through funds passed through to us from the Orange <br />County Sheriff's Department, will purchase and retain the equipment <br /> <br />20A-1 <br />
