Neighborhood Improvement Specialist Mary Castillo-Gonzales reported on the notification <br />process used to advise residents of pending tree removals. Christian and Gonzales both <br />emphasized the City made an extensive effort to save large trees when possible. <br /> <br />Staff responded to numerous questions concerning the tree program. The Council requested <br />staff move as expeditiously as possible to replace trees and plant additional trees and <br />greenery, requested an analysis of the maintenance cost of vines versus graffiti removal <br />costs, suggested staff investigate methods to encourage tree planting on private property, and <br />asked staff to request the various utility companies to do less radical pruning along City <br />streets. <br /> <br />The Council also suggested providing trees for school sites and use of different fencing to <br />improve the appearance of school grounds facing arterials. <br /> <br />JOINT OPEN SPACE USAGES <br /> <br />Recreation and Community Services Executive Director Allen Doby reviewed 14 sites where <br />the City and School District jointly shared open space and noted all currently available school <br />open space was being used. <br /> <br />The Council discussed possible expansion of Delhi Park and Flower Street Park. The Public <br />Works Agency indicated Delhi Park could be expanded by using part of the area that is <br />currently occupied by the Corporate Yard after the Yard is relocated to Center Park. <br /> <br />Doby reported the Delhi Neighborhood was not in favor of park expansion without on-site <br />supervision. He also outlined a proposal for free programming at Delhi Park by the <br />privately operated Delhi Center, if the City would construct the facility. <br /> <br />MASTER PLAN SCHEDULE AND COMMUNICATION PLAN <br /> <br />Noting that for the most part, the "issue bin" items concerning the Master Plan were <br />primarily statements, the Council requested the City Manager identify the matters for which <br />staff required additional clarification, propose a schedule for completing the various Master <br />Plan projects, and develop a brochure or summary document for communicating the Plan to <br />the community, with all matters to be discussed following the March budget sessions. <br /> <br />ADJOURNED - 8:11 P.M. <br /> <br />Janice C.
