90.B. <br /> <br />CITY COUNCIL COMMENTS <br /> <br />In response to Councilmember Moreno's inquiry regarding the banning of weapons in Santa <br />Ana, Police Chief Paul Waiters explained the City was preempted by State law from doing <br />so. Moreno also indicated he would take a stance against closing the McFadden Branch <br />Library, asked the City Manager to form a task force to deal with homeless issues, and <br />volunteered to sit on this Task Force. <br /> <br />Councilmember Mills reported she was working with the florist community to strengthen <br />code enforcement regarding street vending of flowers during holiday periods. She also <br />requested that Dr. Dorothy Davis and Jack Lindquist be honored for their recent efforts to <br />rehabilitate the Project Pride facility. <br /> <br />In response to Councilmember Lutz's inquiry, Executive Assistant to the City Manager <br />Francisco Gutierrez indicated that the City had received all the necessary approvals from the <br />State regarding the temporary jail-holding facility and that a May 31, 1993 completion date <br />was anticipated. <br /> <br />In response to Councilmember Lutz's inquiry regarding the status of the FHP Project, <br />Planning and Building Agency Executive Director Robyn Uptegraff reported the Project was <br />in plan check. <br /> <br />Councilmember Richardson: <br /> <br />suggested that an outreach program to inform the community, particularly non-English <br />speakers, about the recently enacted noise ordinance be implemented using the City <br />water bills; <br /> <br />- asked staff investigate a bus problem at the intersection of First and Wright Streets; <br /> <br />- requested staff look into removing pay telephones at Kongs Market at Fourth and <br /> Garfield Streets based on reports the phones were being used for illicit purposes; <br /> <br />indicated the Council would be considering the conversion of the YMCA building to a <br />single-room occupancy use in the future and requested the supporters of the homeless <br />be present at that meeting; <br /> <br />- urged the speakers on the homeless issues to make a similar presentation to other City <br /> Councils in the County; and <br /> <br />- requested that staff investigate offering rewards for information that would help solve <br /> the Esteban Martinez killing. <br /> <br />CITY COUNCIL MINUTES 94 MARCH 1, L~Y3 <br /> <br /> <br />
