<br />Contract Amendment to Prepare the <br />Santa Ana Renaissance Specific Plan <br />June 5, 2006 <br />Page 2 <br /> <br />serves as an informational document for decision makers and the general <br />public regarding the environmental effects of the proposed Specific Plan. <br />A member of the Moule & Polyzoides team - Crawford Multari & Clark - will <br />be responsible for the principal components of the EIR. Like the entire <br />Moule & Polyzoides team, this firm is a leader in its field with <br />extensive experience conducting such work. <br /> <br />As a result of the discovery workshop and charette effort, it was noted <br />that expanding the study area boundaries to include the area generally <br />bounded by railroad tracks, Santa Ana Boulevard, Grand Avenue and First <br />Street would maximize the area's potential for transit oriented <br />development and further enhance the entry gateway to the City (Exhibit <br />1). By expanding the boundaries, Moule and Polyzoides will be addressing <br />traffic, land use, circulation, open space and affordable housing <br />comprehensively. This area is generally comprised of vacant or <br />underutilized land, which may be ready for re-development. Expanding <br />Moule & Polyzoides contract at this time would eliminate the need to <br />create an additional specific plan or overlay area that would encourage <br />transit oriented development. <br /> <br />FISCAL IMPACT <br /> <br />Funds are available in the following accounts: <br /> <br />1. <br /> <br />2005-06 FY CDBG Funds in the account for <br />Amendments (project no. 06-7902, account <br />order no. 80452) in the amount of $235,000. <br /> <br />Planning General <br />no. 135-149-6291, <br /> <br />Plan <br />work <br /> <br />2. 2005-06 FY budget allocation for the Planning and Building Agency <br />account for contractual services (account no. 11-505-6291) in the <br />amount of $310,000. <br /> <br />APPROVED AS TO FUNDS AND ACCOUNTS: <br /> <br /> <br />Agency <br /> <br />~(\t;)~~~r~~ ~ .~ ,r <br />Francisco Gutierrez ~ <br />Executive Director ~ <br />Finance & Management Services Agency <br /> <br />.
