COOPER, City Attorney <br /> <br />Absent: None <br /> <br />BUDGET PRESENTATION <br /> <br />OVERVIEW OF FY 93-94 BUDGET <br /> <br />City Manager David Ream launched the budget review process, indicating a series of <br />discussions would be held during March, followed by budget adoption in April, and <br />implementation in July. In response to Councilmember Norton's queries, the City Manager <br />responded a citywide emergency did not exist which would necessitate reopening negotiations <br />with the various unions; the anticipated FY 93-94 budget shortfall was $19 million not $12 <br />million; and the budget proposal to close a library and open a jail was based on the City's <br />Total Quality process which identified public safety as the first goal. <br /> <br />CITY COUNCIL MINUTES 97 MARCH 4, 1993 <br /> <br /> <br />
